Eric W. Cowley, PE
Eric formed Cowley Engineering in the early 1990’s and has performed structural and forensic engineering services in NY, NJ, CT, PA, MD, GA, TX and FL ever since. From 1980 to 1985, Eric was a construction manager on hotels, office buildings, retail shopping centers and parking structures in the cities of College Station, Houston and Austin, TX. In 1985, Eric relocated to Manhattan and formed his own Construction Management firm that performed façade renovations, building re-purposing and renovations to townhouses, penthouses and commercial properties. Eric studied structural engineering at Texas A&M University and City College and holds a Bachelor of Engineering Degree. Eric is a Certified Special Inspector in 16 categories, patent holder and author of (2) books. In 2011, Eric assisted the city of Philadelphia, PA with the writing of their version of the facade inspection and safety law based upon his experience with the facade inspection law in NYC. When Eric is not providing engineering services he spends his time with the hunters and jumpers at the horse farm he owns with his wife and two children.
Jim Howe is a Project Engineer at Cowley Engineering P.C. in the Stamford, CT office. Jim has been with the company for over 15 years and has over 20 years of experience in the construction industry. A graduate of the University of Maryland, College Park MD, Jim oversees many of Cowley Engineering’s construction enhancement and re-purposing projects. Jim has developed a keen eye for diagnosing water infiltration issues and is a natural at developing cost effective repair/enhancement methods. Jim values the relationships he has developed with clients and contractors over the years and is a sought after leader on every project team because of the efficiency and clarity he brings to normally complex situations. Jim is a member of the International Concrete Repair Institute.
Prior to joining Cowley Engineering as Operations Manager in 2012, Bree was a professional property manager on residential properties in NY, CT and VT. With Bree’s extensive experience as a property manager, she quickly grasped the needs of our clients. Bree brought to Cowley Engineering and our clients added organization, anticipatory thinking and the ability to handle multiple tasks. In addition to her property management background, Bree owns and manages her own portfolio of income properties. Bree is a graduate of Castleton College in Vermont and resides in Stamford, Ct.
Marek is our most recent addition as project architect to our forensic team. He was previously part of the architectural team restoring the Landmark Jarmulowsky Bank Building on the Lower East Side, where he developed a keen eye for devising modern solutions to the problems of today’s aging buildings. Marek loves the challenge of deciphering the failures of a building and generating construction techniques to develop viable solutions for our clients. Marek received a Bachelors Degree in Environmental Design and a Masters Degree in Architecture from the University at Buffalo, where was part of a research team devising a free standing facade wall constructed out of thin gauge Rigidized Metal. In his spare time he always wants to learn more and continues to educate himself in new techniques of building skin design and repair.
Noelle is a Senior Draftsperson at Cowley Engineering. She graduated from The Fashion Institute of Technology with a degree in Interior Design. As a member of the first class to learn CAD Noelle has never looked back, still enjoying the combination of art and technology. She has since worked in the corporate world as an interior designer designing office spaces around the country; as a bouncer; a judo instructor; and a jeweler.
Noelle currently owns Noelle Fontaine Design Studio, Ltd.
In her free time, Noelle spins her own yarn out of fleece donated by local Sheep and Alpacas and knits it into thousands of hats. She currently lives in Yorktown Heights, NY with her 3 kids and 2 cats.
Jack brings over twenty-five years of experience with him to Cowley Engineering. After earning a Masters Degree in Architecture from Tulane University, Jack moved to his hometown and worked at a firm that specialized in historic restoration, playing a pivotal roll in the revitalization of the Art-Deco district in Miami Beach. Since moving to New York he has worked at a mix of Architecture, Interior Design, and Real Estate Development firms. Jack is also a licensed Real Estate Broker, and the Chairman of his town’s Board of Architectural Review. In his free time, he enjoys writing and has written articles for Westchester Magazine, The Scarsdale Inquirer, and other media outlets
Andrew F. Kaplan, PE
Andrew has returned to Cowley Engineering after 10 years and is now our new Director of Engineering. With over 23 years of engineering experience, he brings an eclectic array of knowledge to the forensic and structural challenges that Cowley Engineering faces everyday.
In the past, Andrew worked for a bridge engineering company where he provided inspection and engineering services for numerous New York City bridges. Recently, he has worked in the environmental sector, designing and inspecting infrastructure associated with municipal solid waste landfills in the tri-state area.
Born and raised in New York City, Andrew brings a distinctive personality to the consulting business. This New York City background, coupled with his professional experience, allows Andrew to foster unique relationships with both the client and the contractor.
Andrew holds a Bachelor of Science degree in Mathematics from the State University of New York at Albany (1983) and a Bachelor of Engineering degree from the City College of New York (1993). He is a licensed Professional Engineer in New York and New Jersey.
In his spare time, Andrew enjoys cooking, eating, and spending time with his family – his wife, two kids, two dogs, and two cats.
Michel Monteiro is a graduate from Manhattan College in Riverdale, NY with a Bachelor’s Degree in Civil Engineering. With his four years in the engineering field, he has proven his attention to detail, efficiency, and teamwork abilities. His experience includes subsurface sewage disposal systems, green infrastructure designs, and stormwater management systems, on-site inspections of wastewater facility construction, erosion and sediment control inspections, and stormwater management inspections. In his spare time Michel also advances his knowledge by staying on top of developments in the industry, keeping abreast of new research and ideas, and with practical course work offered by various agencies and associations. Michel enjoys working out, running, outdoor activities, reaching out to at risk youth by volunteering at various events to help make a difference in their lives, and volunteering and giving back to the community in Mount Vernon.
Zach Speed graduated from the University at Buffalo in May 2016, with a Bachelor’s of science in Mechanical engineering. He joined Cowley Engineering P.C. as a project engineer in the Stamford office. While completing his Undergraduate degree, Zach was involved in many student clubs such as UB ASME, the Solar Boat Project, and was the President of UB Boxing. Zach’s electives at UB involved aerospace engineering, composite materials, and global economics. His motivation stems from a desire to understand systems and their designs.
By the time Zach was 19 years old, he had moved four times. He was born in Horseheads, New York, lived in North Carolina and New Jersey, but spent most of his life (10 years) in Saratoga Springs, NY. Some of Zach’s interests include: sports, spending time with family, friends, and animals.
Nicole is excited to be back working with Cowley Engineering as a project architect. She received her Master’s in Architecture from Norwich University in 2013. From 2015 to 2017 she served with the Peace Corps in the country of Albania. Her primary assignment was working in historic preservation in an Ottoman-style UNESCO-protected city. Throughout the two years, she performed minor interventions on Ottoman-style homes, a12th- century mosque, and drafted restoration plans for two Illyrian castles. The pinnacle point of her service was being awarded a USAID grant and managing the project to refurbish part of the country’s second largest castle with collaborations from local artisans, and vocational students. The project was completed in 2017 and within the first tourist season, the City’s Ministry of Tourism reported a 5% increase in ticket sales compared to previous years. Now back at Cowley Engineering, she is looking forward to being back in the creative and energetic collaborative work environment where she can grow as a young professional designer. In her spare time, she enjoys traveling, hiking and water coloring.
